Open Question: Paint just doesn't seem to dry up on one living room wall. Why?

We have painted 12 walls of our apartment with Plastic Paint with 2 coating each. Now this wall of our living room has a dark blue color that just doesn't seem to dry up and end up with patches of its wetness. We've till now done 5 coating of that color but rarely any change.
